DHS and USCIS Launch Operation PARRIS: What Refugees and Sponsors Need to Know

The Department of Homeland Security and U.S. Citizenship and Immigration Services have launched a major enforcement and integrity initiative known asOperation PARRIS (Post-Admission Refugee Reverification and Integrity Strengthening). The program is currently centered in Minnesota and represents one of the most sweeping post admission refugee reviews in recent years.

Operation PARRIS involves the reexamination of thousands of refugee cases through enhanced background checks, reinterviews, and substantive reviews of the original refugee claims. USCIS has confirmed that cases involving suspected fraud or other criminal conduct are now being referred to Immigration and Customs Enforcement for potential enforcement action.

Why Minnesota?

The initial focus of Operation PARRIS is on approximately 5,600 refugees in Minnesota who have not yet adjusted status to lawful permanent resident. According to DHS, Minnesota has become a focal point due to prior investigations that uncovered systemic immigration fraud in the Minneapolis Saint Paul area. These efforts build directly on the earlier Operation Twin Shield, which identified organized patterns of fraud involving refugee and humanitarian immigration benefits.

A DHS spokesperson described Minnesota as “ground zero for the war on fraud,” emphasizing that the federal government is prioritizing enforcement where it believes abuse of the system has been most pronounced.

What Is Changing Under Operation PARRIS?

Under this initiative, USCIS has established a dedicated vetting center tasked with conducting:

  • Comprehensive background and security checks

  • In person or telephonic reinterviews of refugees

  • Merit based reassessments of the original refugee claims

  • Coordination with ICE for criminal or fraud based referrals

Importantly, this review occurs after refugees have already been admitted to the United States, a significant shift from traditional screening practices that focused primarily on pre admission vetting.

Operation PARRIS is part of a broader federal strategy implementing enhanced screening standards mandated byExecutive Order 14161 and Presidential Proclamation 10949. These directives require federal agencies to strengthen vetting procedures to identify national security, public safety, and fraud related risks within the immigration system.

The administration has framed these actions as necessary to protect the integrity of humanitarian programs while ensuring compliance with the rule of law.
