Federal Deployment to Los Angeles Amid Immigration Protests Including 700 Marines

Posted by Paul Saluja | Jun 10, 2025

The situation unfolding in Los Angeles offers a sobering reflection on the state of federalism, civil rights, and immigration enforcement in the United States. Over the past several days, a wave of immigration-related protests has swept across the city, culminating in an unprecedented move by President Donald Trump to deploy an additional 2,000 National Guard troops—this, after the arrival of an initial 2,000 troops and 700 active-duty Marines—all without the consent of California's governor.

This aggressive federal action, intended to quell unrest sparked by sweeping immigration raids and detentions, has drawn widespread criticism from state and local leaders, including Governor Gavin Newsom and Los Angeles Mayor Karen Bass. Both have condemned the deployments as reckless, unnecessary, and potentially unconstitutional. Mayor Bass aptly described the move as a “deliberate attempt to create disorder and chaos,” noting that demonstrations were largely peaceful until federal immigration agents began making arrests late last week.

What Prompted the Deployment?

The protests began Friday following the arrest of over 40 individuals during a coordinated immigration enforcement operation across Los Angeles. The response from the community was swift and passionate. Crowds took to the streets to denounce the raids, blocking major freeways and protesting outside federal buildings. While some isolated incidents of violence were reported—including vandalism and clashes with police—most gatherings were peaceful, and many were marked by unity and nonviolent resistance.

In response, President Trump invoked a rarely used legal authority to justify the deployment of troops, claiming there was a “rebellion or danger of rebellion against the authority of the Government of the United States.” This invocation marks one of the few times in modern U.S. history that a sitting president has deployed National Guard troops without a request from the affected state—a move not seen since the civil rights era in the 1960s.

Legal and Constitutional Concerns

California Attorney General Rob Bonta has already taken legal action, filing a lawsuit against the federal government for what he described as a blatant violation of state sovereignty. The suit seeks a restraining order to halt further deployment of federal troops, arguing that the president's actions exceed his legal authority and set a dangerous precedent for the misuse of military force on U.S. soil.

The Los Angeles Police Department, for its part, expressed unease over the deployment. Chief Jim McDonnell stated publicly that the LAPD was fully capable of handling the protests and that the federal military presence posed "significant logistical and operational challenges" for local law enforcement efforts.

The Human Impact

Behind the headlines and legal maneuvers are real people—workers, parents, and community members—swept up in the administration's immigration dragnet. One such individual, labor leader David Huerta, was arrested during protests and released only after public outcry and a $50,000 bond. His detention, and those of others like Jacob Vasquez, a father and sole breadwinner, have become rallying cries for a movement demanding compassion and reform.

A Broader Pattern of Federal Escalation

The use of federal troops in response to immigration protests is not an isolated incident but part of a broader, escalating approach to immigration enforcement that prioritizes spectacle over substance. These mass deployments and raids raise profound questions about the proportional use of force, the militarization of domestic policy, and the long-term damage to community trust in both federal and local institutions.

Our Position

At Saluja Law, we believe that immigration enforcement must be lawful, measured, and humane. Deploying troops to suppress public dissent and enforce controversial immigration policies risks undermining the very principles of democracy and rule of law. We stand with those who peacefully exercise their constitutional right to protest and urge all branches of government to act with integrity, respect for civil liberties, and fidelity to the Constitution.

We will continue to monitor legal developments stemming from the federal deployment to Los Angeles and support litigation efforts challenging its legality. We encourage those affected by these actions—whether through arrest, detention, or civil rights violations—to seek legal counsel. Our firm remains committed to defending the rights of immigrants and advocating for policies rooted in fairness and justice.
