On August 1, 2024, a series of transformative reforms aimed at enhancing the welfare of college athletes takes effect. These changes, endorsed by the NCAA Board of Governors and Division I members, significantly expand health care coverage, mental health support, and academic guarantees.
NCAA President Charlie Baker emphasized the significance of these reforms, stating, "The NCAA is making changes to deliver more benefits to student-athletes for their academic success and health and well-being. Today's progress was made possible by DI membership committing to these investments and by student-athlete leaders leading the charge for these long overdue changes."
Core Guarantees for Division I Student-Athletes
In April 2023, the Division I Board of Directors unanimously adopted new rules, termed "core guarantees," to be effective from August 1, 2024. These guarantees, recommended by the Division I Transformation Committee in January 2023, mandate increased support for all Division I student-athletes. Key provisions include:
- Medical Coverage: Schools must provide medical coverage for athletically related injuries for at least two years post-graduation and cover out-of-pocket medical expenses during a student-athlete's playing career.
- Degree-Completion Funds: Schools are required to offer degree-completion funds for up to 10 years after a college athlete's eligibility ends, applicable to those who were on full scholarship or received financial aid in head count sports.
- Scholarship Protections: Consistent scholarship protections as required by autonomy conferences.
- Career Counseling and Life Skills Development: Comprehensive career counseling and life skills development in areas such as mental health, strength and conditioning, nutrition, NIL opportunities, financial literacy, career preparation, transfer requirements, diversity, equity, inclusion, and sexual violence prevention.
- Mental Health and Safety Protocols: Adherence to the NCAA's Mental Health Best Practices and Concussion Safety Protocol Checklist.
- Academic Support: Provision of academic support services in line with NCAA rules.
NIL Resources and Support
The NCAA has launched NCAA NIL Assist, a platform designed to connect student-athletes with potential service providers and facilitate the disclosure of NIL activities. This mobile-friendly, web-based platform offers:
- Voluntary Registry: Agents and professional service providers can submit information about their services and seek student-athlete clients.
- Rating Tool: A "rate your experience" tool for student-athletes to review service providers.
- NIL Disclosure Process: Simplified process for schools to submit NIL disclosure data.
- Aggregated Data and Trends: Anonymized data on NIL agreements, sortable by subdivision, conference, sport, and player position.
- Educational Programming: Resources about NCAA rules, tax implications, and intellectual property.
Additionally, schools can now assist student-athletes in seeking and arranging NIL agreements with third parties. Those who disclose NIL deals worth $600 or more to their school can receive this additional support. Member schools must anonymize and report NIL data to the NCAA at least twice a year through this new platform.
Post-Eligibility Insurance Coverage
The NCAA now offers post-eligibility insurance coverage for student-athletes in all divisions, effective for injuries occurring on or after August 1, 2024. This coverage extends two years post-graduation and includes a $90,000 excess limit per injury, with up to $25,000 allocated for mental health services related to an injury. The annual premium for this policy is $26 million.
To be eligible, injuries must be sustained during participation in an NCAA qualifying intercollegiate sport and properly documented at the time of injury. Schools are responsible for establishing recordkeeping procedures and retaining documentation for the duration of the benefit period.
