USCIS Ends Key Parole Benefit, Announces Fee Hikes Amid Trump-Era Reforms

Posted by Paul Saluja | Jul 20, 2025

In yet another dramatic shift in federal immigration policy, U.S. Citizenship and Immigration Services (USCIS) has announced the termination of a vital fee waiver for certain parole-in-place (PIP) applicants and warned that increased fees for immigration benefits are imminent. This move, effective July 17, 2025, reflects the Trump administration's broader push to scale back humanitarian-based immigration relief while making legal pathways more costly and restrictive.

What Changed?

USCIS has officially eliminated eligibility for a fee waiver for Form I-131, the Application for Travel Document, as it applies to:

  • Initial Requests for Arrival/Departure Records under Parole in Place for noncitizens in the U.S.

  • Re-Parole Requests for individuals previously granted parole under the PIP program.

Applicants must now pay the full filing fee of $630, as outlined in the newly updated Form G-1055 (Fee Schedule).

This change will disproportionately impact undocumented immigrants seeking PIP relief, including military families and those who previously benefited under humanitarian parole initiatives.

Broader Impact: Parole in Place & the Biden Proposal Blocked

Parole in Place has historically served as a narrow but crucial mechanism for certain undocumented individuals—particularly immediate relatives of U.S. military personnel—to obtain lawful presence in the United States. In 2024, the Biden administration attempted to expand PIP eligibility through the Keeping Families Together (KFT) initiative, aimed at providing relief to up to 500,000 undocumented spouses of U.S. citizens. That policy was ultimately blocked by a federal court in Texas, and now the Trump administration has taken a further step by eliminating associated fee waivers.

More Changes Coming: USCIS Fee Increases

On July 11, 2025, USCIS announced that it will “soon begin charging new fees” for many immigration benefit requests. While details are pending, the announcement foreshadows:

  • Increased fees for applications related to green cards, asylum, and Temporary Protected Status (TPS);

  • Reduced access to public benefits, such as Medicaid and SNAP, for certain immigrant categories;

  • And the broader enforcement-focused immigration overhaul passed as part of President Trump's “One Big Beautiful Bill”.

Legal Consequences & Strategic Planning

At Saluja Law, we are deeply concerned about the chilling effect these changes may have on vulnerable immigrant communities. Denying fee waivers for low-income applicants undermines access to humanitarian protection and family unity, core values historically honored in U.S. immigration law.

We strongly urge current and prospective clients to:

  • File applications promptly, before new fees take effect;

  • Consult immigration counsel about how policy shifts may affect your eligibility;

  • Document financial hardship, where applicable, to explore other avenues for relief.

Conclusion

The rollback of fee waivers and looming fee hikes represent a fundamental change in how the U.S. immigration system operates under the Trump administration—shifting the burden further onto immigrants and their families. While litigation may challenge some of these reforms, applicants must act quickly and strategically to protect their rights and preserve pathways to lawful status.
